The objective: NASA needed to improve the quality of its key program planning, management, budget, and performance documents, including the agency's strategic plan.
The method: The Tauri Group provides on-site support to NASA's Office of the Chief Financial Officer (CFO) and the Office for Program Analysis & Evaluation (PA&E). This includes managing the annual document development process for the Congressionally mandated Performance and Accountability Report (PAR) and supporting the process for annual budget estimates. The team collects and assesses large data sets of program and technical information, documents research and development programs and technologies, characterizes program performance, and designs and edits documents of several hundred pages.
The Tauri Group integrates space policy and technology expertise with analysis, design, writing, and management skills. This unique combination has enabled The Tauri Group to develop, under government direction, and implement practical and effective process improvements to more easily capture required technical data. For example, team members draft descriptions of key technology achievements for NASA technologists to review, instead of asking the technologists to write first drafts. This saves time on both sides and results in a better product.
The results: The Tauri Group frequently has been recognized by NASA clients and process stakeholders for the speed and quality of its work. For example, when a massive data set required for the development and production of the fiscal year 2005 NASA budget document was not ready in time, The Tauri Group, in less than 30 days, was able to step in, acquire all needed data and produce the several hundred page document as mandated by Congress.
The Tauri Group has received kudos from NASA clients on how company-developed processes have eased civil servant workloads. Work on the annual PAR has streamlined the data collection process and improved communication with NASA organization contacts. All on-site Tauri Group staff members on the team have received commendations from the NASA CFO and were recognized for their achievements at an awards ceremony at NASA headquarters.
